ICITAP works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives. ICITAP programs are designed in partnership with the host countries. The ICITAP Algeria program started in 2011 and has three main areas of focus: Forensic Science, Criminal Investigations and Border Control.


The candidate will deliver targeted training and technical advising to forensic scientists in Algiers, Algeria. Critical to success, the candidate must be diplomatic and able to foster effective and productive working relationships with all U.S., international, and host country stakeholders in a complex environment. This includes the U.S. Embassy in Algiers, ICITAP HQ in Washington, D.C., senior police and forensic leadership in the host country, and other international stakeholders working in Algeria.


Required Qualifications

  • Must be able to obtain and maintain a DOJ issued Public Trust Clearance which requires US Citizenship per the government contract requirements.
  • PhD in a related science and 15 years experience
  • 15 to 20 years of forensic laboratory experience, with at least 2 years in a related field of expertise
  • 5 years of upper level management
  • Must have been or currently a Forensic general manager of an ASCLD/LAB
  • Familiarity with ISO 17025 and quality assurance procedures specific to forensic science laboratories
