The US Justice Department’s International Criminal Investigative Training Assistance Program (ICITAP) is an international law enforcement development agency with projects around the world.  The ICITAP Program in Montenegro offers development assistance through a comprehensive and integrated program of training, technical assistance and equipment donations to professionalize the Montenegrin National Police (MNP) and develop their capabilities to link with the community and to combat crime, public corruption, terrorism, human smuggling/trafficking, and organized crime.

ICITAP-Montenegro seeks a law enforcement professional with strong, supervisory and working-level experience and expertise in organizational reform, patrol operations, investigations, anti-corruption, and policy and procedure development. The ideal candidate will have demonstrated experience in:

  • All facets of developing, vetting, training and equipping law enforcement programs
  • Knowledge of and experience in organizational reform and policy and procedure development as related to law enforcement agencies
  • Experience with interagency task-force groups
  • Prior international experience and/or the ability to work effectively in a non-traditional US environment (candidates must be willing to relocate to Podgorica, Montenegro for an extended period of time)
  • Exceptional inter-personal skills to effectively work with ICITAP staff, host-country nationals, U.S. embassy personnel, as well as other individuals and organizations from the international community.

Required Qualifications

  • Must be able to obtain and maintain a DOJ issued Public Trust which requires US Citizenship per the Government contract requirements
  • 15 years Law Enforcement experience, with at least ten (10) years of investigative experience.
  • Experience in the field(s) of policy reform, organizational development, and patrol operations.
  • Documented experience as supervisor, manager or task force lead in a federal task force, state agency or large police department. A large police department is defined as a police department with a minimum of 75 sworn officers.
  • Documented advanced report writing skills.
  • Documented ability to assess, analyse, and produce written communications articulating necessary steps to address in a sustainable manner the staffing, structure, policy, training, and equipment needs of the MNP.
  • Assess and coordinate with other international law enforcement donor efforts.
  • Provide daily consultation within the Ministry of Interior staff on issues related to the MNP organizational reform efforts.
  • Proven ability to operate windows applications including Microsoft Office Suite
  • Substantial experience in managing organizational reform of a police agency
  • Knowledge of organizational change management
  • Experience with police systems, such as staffing, finance, budget, training, operations, human resources, internal affairs-type functions, etc.
  • Experience in planning, and delivering diverse training; particularly leadership training for front-line and mid-level officers
  • Knowledge of police patrol methodologies
  • Experience in project management, planning and strategic development, including evaluation of effectiveness
  • Excellent drafting and presentation skills
  • Ability to conduct extensive Internet research utilizing common Internet based search platforms.
  • Previous field/mission experience
  • Should have effective interpersonal communication skills
  • Knowledge of history and political developments in the Balkans

In all cases, educational and senior management requirements may be substituted by additional years of law enforcement experience or overseas development experience

Desired Qualifications

  • Overseas experience is a plus.
  • Language skills in one of the Balkan languages are a plus.
