The senior Highway Patrol Instructors will teach a basic course on highway patrol as well as the highway patrol supervisory course. The Senior Instructors will oversee the team conducting the training of future instructors while also independently serve as mentors to departments implementing the highway patrol functions across Ukraine. The senior instructors are responsible for working with the local project team and the Patrol Police Department management to develop a three-week course that will prepare Ukrainians to develop their two-week basic training program and one-week supervisory training.

ICITAP works with foreign governments to develop professional and transparent law enforcement institutions that protect human rights, combat corruption and reduce the threat of transnational crime and terrorism. We have implemented ICITAP initiatives in over 28 countries. ICITAP provides international development assistance that supports both national security and foreign policy objectives. ICITAP is situated in the Department of Justice's Criminal Division.


ICITAP works in close partnership with the U.S. Department of State, the U.S. Agency for International Development and the U.S. Department of Defense. Through the ICITAP initiative, Engility supports programs that are designed in partnership with the host countries. Aspects of active program partnership are program implementation methods focused on being executed on-the-ground in the host country, pre-program assessments; program planning, program management & review. Engility support also includes: curriculum development; classroom training, seminars and workshops; internships; equipment donations; donor coordination; and on-the-job training and mentoring by our embedded long-term advisors.



Required Qualifications

  • 20 years of law enforcement experience with at least 15 years or more of highway patrol or supervision
  • Requires a degree or experience serving as a university instructor
  • Supervisory experience within a highway police administration
  • Must be able to obtain a DOJ issued Public Trust prior to deployment
  • Requires US citizenship to obtain DOJ issued Public Trust per customer’s contract requirements

Desired Qualifications

  • Experience with a highway patrol that works in a border state responsible for policing international highways
  • Overseas experience is a plus
  • Language skills are a plus
