Description

The successful candidate, as an Acquisition Management - Contracting Specialist, will provide subject matter expertise in the areas of contract execution to include draft documentation for Acquisition Requirements Packages (ARP) for contract actions as required. The ARP includes: Independent Government Cost Estimates, Market Research, Requests for Information, Source Selection Plans, Justification and Approval (J&A) Document, DD Form 254, Performance Work Statements, Statements of Work, Statements of Objectives, Quality Assurance Surveillance Plans, Performance Requirements Summary, Requests for Service Contract Approval, Knowledge Based Service Contract Funding Element of Resource Request, Government Furnished Property Exhibits, Acquisition Strategy Documents, Acquisition Plans, Integrated Program Summary, and others acquisition documents as required. The candidate shall track the requirements from initiation through award and provide updates on the 1-N, Milestone/Inch stones, and program documents.

The successful candidate will also execute post-award acquisition support and will draft documentation for contract modifications, including the exercise of options as well as monitor contractor compliance in accordance with the terms and conditions of the contract, conduct site visits and labor interviews, and bring observed contractor performance problems to the attention of the Contracting Officer’s Representative. The candidate will review CDRL reports for accuracy and will monitor contract’s use and disposition of Government furnished property as well as prepare applicable termination documents and contract actions. The candidate will prepare other contract modification documentation and actions as needed.

Required Qualifications

  • University Degree (BS/BA) or Technical Diploma from an accredited institution in Acquisition Management, Contracting or an equivalent combination of related education and experience.
  • 10+ years of experiences in contracting, working as a Contracting Representative or a Contracting Officer.
  • Team-friendly attitude and a willingness to learn and work on all stages of the contracting execution life cycle including post-delivery support.
  • Possess excellent problem-solving skills. Excellent verbal and written communication skills.
  • The ability to work within a large organization and understand dependencies and stakeholder needs on Large-scale technical development.
  • Team oriented approach to solving contracting challenges within budget and schedule constraints.

 

Desired Qualifications

  • Have a minimum of seven years of DoD acquisition experience supporting DoD Acquisition programs/projects.
  • Have a minimum of five years of demonstrated experience in applying the requirements of DoD 5000.01 and 5000.02 to DoD Acquisition programs/projects throughout the acquisition lifecycle with full understanding and application of acquisition strategy, work breakdown structure and integrated master schedule.
  • Hold or have held a Contracting Warrant as a Contracting Officer.
  • Defense Acquisition University (DAU) – Certification Level II, Program Management

  • DoD Level III Program Management and Level II Contracting
