Description

  • Support the Defense Health Agency (DHA) in translating scientific knowledge into clinical practice settings based on needs and gaps analysis, solution development, and applied dissemination and implementation (D&I) science. 
  • Conduct primary and secondary health services research, evidence synthesis, systematic reviews, evidence evaluation and grading, health care data analysis, and data/evidence synthesis.
  • The candidate works closely with project staff, research and clinical subject matter experts, clinical providers, and education and training staff to develop and execute knowledge translation plans.
  • Leverage standards and methods from DoD and related Federal agencies (VA QUERI, AHRQ, CDC, SAMHSA, and NIH).
  • The candidate must be self-directed and able to work independently as well as collaboratively with a multidisciplinary team to develop processes, manage day-to-day workload, monitor milestones and deadlines, and provide timely high quality consultative support.
  • Support analysis and plans that address barriers (e.g., social, behavioral, economic, management) that impede effective D&I, and determine a causal relationship between the intervention and its impact.
  • Facilitate interviews, focus groups, and working groups to analyze challenges and needs to support the development of knowledge translation best practice recommendations and support tools.
  • Prepare and track project plans for project inception to completion; track, analyze, update, and report status on multiple high-level initiatives.
  • Design, format, write, and edit briefs, fact sheets, tables, figures, and technical reports to present findings and customize as needed for client leadership and senior executive leadership within the MHS.

Required Qualifications

  • A Master’s or Doctoral Degree in health services research, public health, psychology, epidemiology, biomedical engineering, nursing, or related interdisciplinary degree, and at least 3 years experience in a consulting environment.
  • Knowledge of scientific review standards and methods (IOM, NIH, AHRQ).
  • Experience in application of scientific research and analysis methods; application and use of scientific standards, theories, measurement, testing and evaluation procedures.
  • Expert knowledge of one or more clinical content areas strongly preferred (e.g., musculoskeletal pain, primary care, behavioral health, child and maternal health)
  • Familiarity with common quantitative and qualitative research methods and related software programs.
  • Strong technical writing skills to clearly, logically, and succinctly communicate project-related information within the MHS, DoD, other federal agencies at the commensurate comprehension and reading level for the audience.
  • Must be able to work collaboratively and independently, and have strong oral and written communication abilities, with strong conceptual and systems-thinking abilities and problem-solving skills.
  • Solid working knowledge of computer software (Microsoft Office business suite, to include Outlook, Word, Excel, PowerPoint) required to prepare reports, briefings, and products; experience with Adobe Professional and with posting and sharing documents in SharePoint.
  • Strong conceptual thinking abilities, oral and written communication skills, problem–solving and presentation skills.
  • Excellent client-facing consultation skills to include briefing and/or advisement to civilian and uniformed government personnel.

Desired Qualifications

  • SAS coding skills and/or experience working with military data systems
  • The ideal candidate will have experience working in the Military Health System, VA, AHRQ, CDC, SAMSHA or NIH.
  • Familiarity with the Military Research and Materiel Command (MRMC) research and acquisition processes is desired
