Description

Engility is seeking an experienced Proposal Coordinator Lead for our Proposal Development Center. This is a working manager position responsible for leading a team of coordinators, in addition to providing coordination support on assigned bids—ensuring security and integrity of all proposal documentation, coordinating flow of proposal milestones, and coordinating production of the final submission. The successful candidate will be responsible for the following:
• Supervise/manage in-house proposal coordinator staff through training/mentoring, establishing performance goals, and conducting performance evaluations.
• Manage assignment of in-house proposal coordinator staff to dynamic pipeline of opportunities.
• Actively engage proposal coordinator staff and monitor performance by participating in daily stand ups and color team review in-briefs/debriefs, and conducting staff meetings and one-on-ones. Ensure coordination processes, tools, and templates are consistently followed.
• Work with Proposal Development Center leadership to develop/propagate proposal coordination policies, process, and toolkit items. Coach proposal coordinators on the implementation of process/toolkit items on proposal efforts.
• Mentor and train junior and new proposal coordinators. Inform/train new proposal managers on the proposal coordinator roles and responsibilities and the Engility proposal process.
• Work in support of proposal managers to review proposal artifacts for compliance and responsiveness against RFP requirements.
• Establish and maintain electronic workspace. Maintain currency of RFP and proposal response documentation. Work in collaboration with proposal manager to update proposal plan (including schedule, compliance matrix, outline, action items, etc.). Supports proposal manager with Virtual Proposal Center (VPC) proposal site, user access, artifact population, and backup Work with Proposal Development Center staff to identify, load, and maintain reuse material on proposal work sites.
• Establish and maintain physical workspace. Post/maintain proposal room walls with current proposal documentation and materials. Coordinate proposal room needs with functional support (IT, Security, Logistics, etc.) to troubleshoot/mitigate resources challenges.
• Work with proposal manager and/or color review lead to prepare for and facilitate color reviews.

Required Qualifications

• Bachelor’s Degree (can be substituted with years of experience).
• 3 years of demonstrated experience coordinating winning competitive Federal Government proposals in a defined proposal role.
• Minimum 1 year of supervisory/team leadership experience.
• Knowledge of the proposal development life cycle, and understanding of Shipley or other proposal development processes.
• Demonstrated ability to understand and communicate RFP requirements.
• Ability to successfully execute multiple tasks simultaneously.
• Ability to collaborate and work as a team leader.
• Excellent work ethic and excellent organizational, written and verbal communication skills.
• Working knowledge of Microsoft Office applications, including Outlook, Word, Excel, and PowerPoint.
• Ability to flex schedule with proposal team; assignment requires occasional evening and weekend work.

Desired Qualifications

• Demonstrated experience managing and writing winning competitive Federal Government proposals in a defined proposal role.
• Ability to coordinate off-site subcontractors and proposal team members.
• Dynamic interpersonal skills to interact with all levels of management.
• Familiarity with the use of proposal collaboration tools (VPC, Sharepoint, etc.).
• TS/SCI strongly preferred
