Description

Engility is seeking an Audio-Video Exploitation Specialist and Engineer with a current TS/SCI and CI polygraph, or the willingness to take a CI polygraph, to support a DNI Center within the National Capital Region. This is a newly-awarded 5-year contract. Duties and responsibilities include:

  • Apply procedures and techniques obtained by quantitative and qualitative analysis of multi-media files (i.e., metric, angle, spatial, wavelength, time dependence, modulation, and signal optimization). 
  • Identify distinctive features and signatures associated with the source, emitter, or sender, and facilitate subsequent identification and/or measurement of the same to answer questions of composition, location, and/or performance by measuring fundamental physical characteristics of targets and events of interest.
  • Apply procedures and methods to provide advanced processing and examination of multimedia files such as:
  • Analysis of audible and inaudible components of multimedia files
  • Signal optimization
  • Visual and audio enhancements
  • Visual and audio authentication, video snapshots, frame extractions and other services as required by the Government lead.
  • Provide briefings and documentation which describes the fundamental changes that occur to the multimedia files as they are manipulated. 
  • Write scripts in Python, MATLAB, LabVIEW, and other language platforms on Windows and Linux operating systems to support the quantitative and qualitative analysis of time-sensitive, operationally-focused examinations of multimedia files.
  • Implement and follow standards, guidelines, and other documents, as applicable, relevant to the practice of speaker comparison, recognition, and identification as well as voice data retention, measurement, and retrieval. 
  • Establish and maintain a robust and persistent capability to collect and analyze audio and video clips for the purposes of speaker comparison, recognition, and identification.
  • Provide audio and video examinations to provide advanced noise and signal filtering, pattern/frequency determination e.g. aircraft signatures, vehicle signatures, generator noises, microphone distance, and acoustic models.

Required Qualifications

  • Must have a current/active TS/SCI with CI polygraph or be willing and able to pass a CI polygraph within 90 days of starting
  • Requires five (5) years of experience in the area of signal processing and computer vision.
  • Requires a Bachelor's degree in Electrical Engineering, Computer Science or other relevant scientific or engineering discipline.  4 additional years of experience may be substituted in lieu of the degree.
  • Experience in signal processing, computer vision, rapid prototyping, and integration

Desired Qualifications

  • Experience with algorithms using MATLAB, Python, etc.
  • Experience with programming in C/C#/C++, MATLAB, LabVIEW, etc.
  • Knowledge/understanding of digital signal processing techniques and technologies, as well as acoustic design concepts
  • Experience with audio capture and real-time processing
  • Strong personal interest in learning, researching, and creating new multimedia and audio and video technologies
  • Experience/working knowledge of the Intelligence Community, Department of Defense, Defense Intelligence Agency Intelligence
