Engility is seeking a Cost Analyst to work closely with the Marine Corps Systems Command in Quantico, VA.  The candidate must have strong cost estimating experience, and financial management and program management experience are preferred.  The successful candidate will have excellent communication, quantitative, research, analytical skills and the capability to lead or principally contribute to these challenging studies.

Duties include but are not limited to:

  • Translate functional and technical requirements into cost, schedule and quality estimates. Forecast future funding needConduct planning for acquisition of capabilities
  • Identify the sustainment cost impacts of acquisition decisions
  • Evaluate courses of action for contracting
  • Build and defend budget requirements
  • Produce realistic, data-driven project and operations estimates.   Provide a basis for briefings to management at the executive and oversight levels for all affected program/project’s funding requirementsMust have a strong understanding of the USMC Acquisition processLead, develop, update, and apply mathematical and logical methodologies for estimating costsLead in the preparation of briefing materials and other communications packages presenting the results of analysis
  • Provide thought leadership clearly demonstrating an understanding of the customer mission and innovative ideas to address business challenges of the customerWork with clients to define deliverable scope, timelines, and expectations. Act as a bridge between Program and Engineering Management.
  • Serving in a managerial role for individual analyses to ensure proper execution
  • Manage customer expectations.  
  • Support USMC clients performing CARD review as well as developing cost estimates and documentation for complex projects and operations.
  • Communicate and work with diverse organizations and representatives for data collection, analysis, and results presentation
  • Lead, develop, update, manipulate, and maintain cost and affordability models Lead efforts in collecting, normalizing, and analyzing complex data
  • Manage solution delivery to base-lined schedule
  • Work autonomously and as part of a team to meet organizational and project goals
  • Identify the interface maintenance funding requirements for all affected platforms/system

Required Qualifications

Bachelor's degree in a quantitative discipline (e.g., economics, engineering, mathematics, operations research, statistics or business) or a discipline that fosters problem solving, structured thought and creativity

  • US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance
  • Proficient using ACEIT (Automated Cost Estimating Integrated Tools)
  • Five (5) or more years of experience in cost estimating and cost analysis to include the following areas
    • Cost estimating methodologies, relationships and model development
    • Cost databases (including data collection, validation and normalization techniques)
    • CARD analysis
    • Risk analysis
    • Time-phasing
    • Life cycle model development
    • Earned value management (EVM)
    • Business case, net present value and cost benefit analysis
  • Experience preparing cost estimates and budgets for major Department of Defense (DoD) programs and USMC programs is highly desirable
  • Proficiency in Microsoft Excel, Word, and PowerPoint
  • Technical capability to assess the cost and schedule implications of existing and projected technological advances, as well as the ability to evaluate the impact of new and innovative acquisition strategies

Desired Qualifications

MA/MS in Engineering, Economics, Mathematics, Accounting, Business, or related field

  • Certified in their specific career field (Cost Estimating or IPM/EVM) by a recognized professional society or educational organization (Career field specific DAWIA level II, ICEAA CCEA/PCEA, AACE EVP or PMI
  • PMP Certification
  • Experience with providing Acquisition, Program Management, and/or Business Financial Management support to the USMC or other DOD customers
  • Experience with client facing consulting or support a plus
  • Familiarly with MARCORSYSTCOM programs and systems
  • Acquisition program experience with major milestones
