Description

The Center for Civil-Military Relations (CCMR) is a reimbursable Department of Defense (DoD) organization, located at the Naval Postgraduate School (NPS) in Monterey, California. CCMR was established in 1994 by a Memorandum of Agreement (MOA) between the Defense Security Cooperation Agency (DSCA) and NPS to help fulfill the objectives of Public Law 101-513 (Expanded International Mobile Education Teams (IMET)).

The CCMR mission is to build partner capacity and to improve interagency and international coordination and cooperation by addressing the civil-military challenges of: Democratic Civil-Military Relations; Defense Reform/Institution Building; Stability, Security, Peacekeeping, Transition and Reconstruction operations; and Combating Terrorism. The training and capacity building that CCMR supports is not standard training and, therefore, requires a tailored approach to each topic and country or region, unique and specific expertise and experience, and flexibility to respond to changing United States (U.S.) policy and world affairs. CCMR has multiple activities and courses in varying geographic locations occurring simultaneously that require unique skills and expertise.

The Deputy PM (Programs) is the primary point of contact for TO matters related to all CCMR Programs except DGMT. The Deputy PM (Programs) oversees all project scoping, design, and assessment. The Deputy PM (Programs) will manage the TO operations related to CCMR program and personnel at diverse geographic locations to ensure training requirements are met and all projects and events are adequately staffed.

Required Qualifications

It is required that the Deputy PM (Programs) has the following qualifications:

  • A Secret clearance, at minimum.
  • A minimum of (6) six years of experience supporting or managing resources related to security cooperation and security systems internationally.
  • Recent experience (within the past ten years) deploying personnel to multiple performance locations OCONUS.

Desired Qualifications

It is desired that the Deputy PM (Programs) has the following qualifications:

  • A minimum of six years of experience supporting or managing project scoping, design, and ongoing project monitoring and evaluation.
  • Experience supporting the following Combatant Commands: EUCOM, PACOM, AFRICOM, SOUTHCOM, and CENTCOM.
  • Recent experience (within the past ten years) deploying personnel to the EUCOM, PACOM, AFRICOM, SOUTHCOM, and CENTCOM areas of responsibility.
