Description

The US Justice Department’s International Criminal Investigative Training Assistance Program (ICITAP) is an international law enforcement development agency with projects around the world.  The ICITAP Program in Serbia offers development assistance through a comprehensive and integrated program of training, technical assistance and equipment donations to professionalize the Serbian National Police and develop their capabilities to link with the community and to combat crime, public corruption, terrorism, human smuggling/trafficking, and organized crime

 

ICITAP-Serbia seeks a law enforcement professional with strong, supervisory and working-level experience and expertise in organized crime and anti-terrorism development. The ideal candidate will have demonstrated experience in:

 

  • All facets of developing, vetting, training and equipping complex crime programs
  • In-depth knowledge of and experience in conducting complex crime investigations
  • Experience with interagency taskforce groups
  • Prior international experience and/or the ability to work effectively in a non-traditional US environment (candidates must be willing to relocate to Belgrade Serbia for an extended period of time)
  • Exceptional inter-personal skills to effectively work with ICITAP staff, host-country nationals, as well as other individuals and organizations from the international community.
  • Assess and coordinate with other international law enforcement donor efforts.
  • Provide daily consultation within the Ministry of Interior staff on issues related to intelligence led policing.

Required Qualifications

  • Minimum of fifteen (15) years LE experience with at least ten (10) years of investigative experience.
  • Specialized investigative experience in the field(s) of transnational organized crime, money laundering, counter terrorism, and public corruption.
  • Specialized experience may also have been gained as a certified instructor for Complex Crimes Advisor in fields relating to complex criminal investigations.
  • Documented experience as supervisor, manager or task force lead in a federal task force, state agency or large police department with a minimum of 75 sworn officers.
  • Documented advanced report writing skills.
  • Documented ability to assess, evaluate, and produce written communications articulating necessary steps to address in a sustainable manner the staffing, structure, policy, training, and equipment needs of the Ministry of Interior’s staff tasked with conducting complex crime investigations particularly in the area of transnational organized crime, human, weapon and narcotic smuggling/trafficking and terrorism.
  • Substantial experience in investigation of complex crime
  • Knowledge of organizational change management
  • Experience in applying modern crime investigation methods such as criminal intelligence gathering, surveillance techniques, and informant handling.
  • Experience in planning, and delivering diverse training to include criminal investigation, interview and interrogation and surveillance techniques
  • Knowledge of prosecutorial-led investigation
  • Experience in project management, planning and strategic development, including evaluation of effectiveness
  • Excellent drafting and presentation skills
  • Proven ability to operate windows applications including Microsoft word, excel, power point, and outlookSubstantial experience in investigation of complex crime
  • Knowledge of organizational change management
  • Experience in applying modern crime investigation methods such as criminal intelligence gathering, surveillance techniques, and informant handling.
  • Experience in planning, and delivering diverse training to include criminal investigation, interview and interrogation and surveillance techniques
  • Knowledge of prosecutorial-led investigation
  • Experience in project management, planning and strategic development, including evaluation of effectiveness
  • Excellent drafting and presentation skills
  • Ability to conduct extensive internet research utilizing common internet based search platforms.
  • Previous field/mission experience
  • Should have effective interpersonal communication skills
  • Knowledge of political developments in South-Eastern Europe
  • Must be able to obtain a DOJ Public Trust Clearance prior to deployment

Desired Qualifications

  • Overseas experience is a plus.
  • Language skills are a plus.

 

 

In all cases, educational and senior management requirements may be substituted by additional years of law enforcement experience or overseas development experience
