Description

The International Criminal Investigative Training Assistance Program (ICITAP) within the U.S. Department of Justice is an international law enforcement development agency headquartered in Washington D.C. with program offices and projects around the world. The ICITAP program in Mali offers development assistance to the Mali National Police across a range of police systems.

The ICITAP Mali program started in 2014 and is focused on working with the Mali National Police to organizationally develop the agency’s human resources (HR), forensics, and community policing capacities.

The candidate will be part of a team to address the HR development component of the Mali Law Enforcement Development program. The candidate will examine HR requirements in conjunction with the Mali National Police and U.S. Government stakeholders, prioritize activities in coordination with the international community, and develop an implementation plan.

All activities will take place in the capital city of Bamako. The position will initially require short-term, intermittent deployments of two-to three weeks at a time.

Required Qualifications

  • 15-20 years of experience in HR with a U.S. law enforcement organization, with at least 10 years in executive-level positions overseeing processes such as sworn and civilian recruitment, personnel operations, disciplinary review, job analysis and testing, and other HR areas.
  • Critical to success, the candidate must be diplomatic and able to perform in a complex environment to foster effective and productive working relationships with the U.S. embassy in Bamako, and with other U.S., international, and host country stakeholders.
  • Possess a bachelors or advanced degree from an accredited university or college.
  • Candidates should possess a thorough working knowledge of the operations, administration, and ancillary systems within a U.S. law enforcement agency, whether federal, state, or local.

Desired Qualifications

  • A background in senior law enforcement management or an attorney specializing in human resources issues is ideal, but not required.
  • International experience working in Africa or other developing countries is ideal, but not required.
  • French language ability is also ideal, but not required
