We are currently seeking applications for a Foreign Military Sales (FMS) Senior Systems Engineer. The FMS Senior Systems Engineer:

  • Develops and applies methods, theories and research techniques in the investigation and solution of advanced system requirements and problems.
  • Plans, conducts, and technically directs projects or phases of highly specialized projects, coordinating the efforts of technical support staff in the performance of assigned projects.
  • Conducts investigations and tests.
  • Reviews literature, patents and current practices relevant to the solution of assigned projects.
  • Reviews completion of implementation of system additions and/or enhancements and makes recommendations to management.
  • Evaluates vendor capabilities to provide required products or services.
  • May provide technical consultation to other organizations.


Specifically, The FMS Senior Systems Engineer will:

  • Provide systems engineering and developmental test and evaluation support. Services to be provided will be in the areas of innovative science and technology research, systems engineering, architecture, design, development, integration, test, experimentation, implementation and support.  
  • Perform high-level systems analysis, evaluation, design, integration, documentation, and implementation of very complex applications that require a thorough knowledge of administrative and technical skills.
  • Direct and participate in all phases of system development with emphasis on planning, analysis, evaluation, integration, testing and acceptance phases (Independent Validation & Verification (IV&V) and Developmental Test & Evaluation (DT&E)).
  • Apply higher-level business or technical principles and methods to very difficult technical problems to arrive at automated engineering solutions.
  • Perform analysis, gather data and provide programmatic recommendations related to major weapons systems in response to international customers’ requests.
  • Obtain, gather and analyze cost estimates and delivery information to develop and transmit Price and Availability (P&A) and Letters of Offer and Acceptance (LOAs) (including amendments and modifications) to Navy International Programs Office, utilizing the Defense Security Assistance Management System (DSAMS).

This position is contingent on funding. 

Required Qualifications

Degree Requirements:  Bachelor’s degree in engineering or scientific discipline from an accredited college or university. An AS or AA degree from an accredited college or university and an additional four (4) years of recent and relevant professional experience; OR an additional eight (8) years of recent and relevant professional experience may be substituted for a BS or BA degree. These four (4) years or eight (8) years of experience are in addition to the required minimum of six (6) years to meet the “Experience” requirements below, therefore, requiring a total of ten (10) years or fourteen (14) years of experience, respectively.


Relevant Experience:

At least six (6) years of recent and relevant professional experience in a technical analysis position with mid-sized client-server systems in systems analysis, software design, software development and database administration. Demonstrated knowledge of quality assurance, quality control, and independent verification and validation techniques. Experience working independently and as part of a team in researching data, developing analytical techniques and methodologies. Demonstrated knowledge of system acquisition practices required to design, develop, integrate, test and manufacture a major system is required.



A Secret clearance is required. Interim clearance will also be accepted. 

Desired Qualifications


  • At least two (2) years of recent professional experience in Foreign Military Sales (FMS) within the DoD or commercial industries, preferably providing engineering support for missile, rocket, guns or ammunition related FMS cases
  • Knowledge and demonstrated understanding of policies governing Security Assistance established in the Arms Export Control Act (AECA), the Foreign Assistance Act (FAA) and the Security Assistance Management Manual (SAMM, DOD 5105.38-M).
  •  A working knowledge of Microsoft Office software products, databases and the modules within Navy ERP/SAP is required.
