ICITAP is a law enforcement development organization whose mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives.


  • ICITAP requires a sr. law enforcement advisor to provide strategic reform advice, plan capacity building, organizational development, and training programs.
  • Theoretical and operational implementation of Counter-terrorism Investigations working with organizations such as with the Federal Bureau of Investigation
  • Counterintelligence Investigation experience  working with organizations such as with the Federal Bureau of Investigation
  • Training and International experience with the Federal Bureau of Investigation working on multinational police advisory teams and building partnerships across international organizations and with host country law enforcement agencies.
  • Other duties as assigned

Required Qualifications

  • Bachelor’s or Master’s degree and 15 - 20 years of sworn civilian law enforcement experience
  • 7 - 10 years of international experience
  • At least 5 years of senior management experience with a civilian police force or a federal law enforcement agency
  • Experience as a teacher, trainer or advisor on criminal justice agency development programs to senior management personnel of the host country
  • Experience advising executives at state or federal levels on law enforcement/police issues and training/mentoring experience in anti-corruption concerns processes, internal affairs and problem resolution
  • Ability to establish and manage personnel and budgets
  • The described requirements may be substituted by additional years of law enforcement and/or international criminal justice program development and/or training experience


Desired Qualifications

  • Overseas experience is a plus
  • Language skills are a plus. Strong project/task/time management skills
