The Advisor and Instruction positions under ICITAP work with foreign governments to develop ethical, professional, and transparent law enforcement institutions that protect human rights, combat corruption, and reduce the threat of transnational crime and terrorism. ICITAP supports both national security and foreign policy objectives whose programs are designed in partnership with the host countries throughout the world and are designed to progress and advance their criminal investigative knowledge and capabilities. The forensic programs conducted by ICITAP utilize the professional expertise of forensic specialists to foster best practices and to provide training on forensic evidence collection, analysis, expert forensic court testimony, demonstrative evidence, digital evidence and proper protocols for seizing, analyzing and storing evidence


ICITAP is currently seeking candidates with demonstrated educational and professional expertise in preparing policy and procedure manuals, quality assurance systems, training, and safety manuals. Core programs of involvement and provided training will generally focus on disciplines of genetics (DNA), chemistry, firearms, ballistics, latent prints, crime scene photography, forensic document analysis, crime scene investigation and reconstruction, forensic pathology, forensic anthropology, and laboratory and evidence collection team management. The advisor will be responsible for providing the educational and technical know-how, including suitable practice exercises and sample protocols to achieve the training mission’s goals and objectives.

Required Qualifications

  • 15 – 20 years of progressively increasing forensic laboratory experience, with at least 2 years in a related field of expertise in an ASCLD/LAB accredited facility in one of the biological, chemical, physical or forensic sciences relevant to the candidates’ field of expertise from an accredited U.S. institution
  • Degrees from non-U.S. institutions are acceptable pending a review of educational credentials and examination of coursework
  • At Least five years of experience with progressively increasing upper-level management experience in their field of expertise as well as other forensic disciplines and overall as a forensic general manager of an ASCLD/LAB accredited facility
  • Candidate must also hold a degree or certificate of formal training in business management or similar management area
  • Position requires demonstrated continued education through any of the following: publications, presentations, coursework, internships, externships, or certificates
  • Experience in overseeing all activities with a forensic facility to ensure proper protocols are implemented, staff are validated, and equipment is operational
  • Must be diplomatic and able to foster effective and productive professional working relationships with all U.S., international, and host country stakeholders in an ever developing complex and dynamic environment

  • Overseas experience is a plus
  • Language skills are a plus
