Description

ICITAP is a law enforcement development organization whose mission is to work with foreign governments to develop effective, professional, and transparent law enforcement capacity that protects human rights, combats corruption, and reduces the threat of transnational crime and terrorism, in support of U.S. foreign policy and national security objectives.

 

The selected Senior Complex Criminal Investigations Advisor will provide policy advice and practical assistance to host country Police in their complex criminal investigations (organized crime, counterterrorism, counter narcotics, complex financial crimes, and corruption). The advisor will have a crucial role in evaluating and influencing strategic and operational decision making, and management of resources and activities related to serious and organized crime investigation and enforcement. The Senior Complex Criminal Investigations Advisor will support the ICITAP-Program by:

 

  • Providing technical assistance and advanced training to Police investigators and prosecutors to enhance their ability to investigate and/or direct the investigation of serious crimes, conduct investigative hearings and/or trials based on modern techniques of evidence collection, analysis, and presentation
  • Using the “Train the Trainer” method, mentoring a small group of investigators and Special Prosecutors in criminal investigations
  • Working closely with Office of Overseas Prosecutorial Development, Assistance, and Training (OPDAT), to develop and train joint police-prosecutor task forces and also conducts joint specialized financial investigations training for police and prosecutors
  • Conducting joint specialized and progressive financial investigations training
  • Planning and developing the CVE, CT, Intelligence Led Policing, Cyber Crimes and Counter Narcotics training for  Investigators
  • Provide advice in planning, developing, and administering Police criminal investigations programs

Required Qualifications

  • A Bachelor’s Degree
  • Minimum of 15 years as a sworn law enforcement officer in a U.S. law enforcement organization, whether federal, state, or local
  • Five years of senior police management experience holding the rank of chief of police, deputy chief of police, commander, major, captain, or lieutenant or the equivalent to these ranks
  • Five years of economic or financial criminal investigations experience
  • Seven years of international criminal justice experience
  • Experience as a teacher, trainer, or advisor on criminal justice agency development
  • Experience advising executives at state or federal levels on law enforcement/police issues
  • Ability to establish and manage personnel and budgets

Desired Qualifications

  • Experience developing academy curriculum and training methodologies for use in investigative training
