Engility is deploying a multidisciplinary team of experienced professionals to provide technical management and support services that will assist the VA Office of Information Technology (VA OIT) in delivering effective, consistent and timely project management execution throughout the Software Development Life Cycle (SDLC).   Engility is seeking a Process Analyst, Expert to support business analysis and system scope definition across several complex IT projects and systems.

 

Duties and responsibilities to include, but not limited to:

  • Work with business to break down business processes into specific steps for analysis
  • Facilitate requirements elicitation sessions to document, and analyze business process data  in order to identify trends, errors and missing data to support process improvement in business process and business flows
  • Demonstrated experience in with creating and developing new methods of gathering and analyzing source data to evaluate program effectiveness and analyze business processes.
  • Formulate, define and document organizational workflow for the as is and to be process models to capture user needs, business systems and industry requirements.
  • Lead in visualizing and effectively documenting processes/performance metrics and propose recommendations/opportunities
  • Analyze data from various systems
  • Review business changes and ensure efficient and comprehensive translation into functional requirements.
  • Elicit and achieve stakeholder consensus for new process designs and data elements
  • Coordinate with business and technical representatives for upstream and downstream dependent systems and services to identify scope and define cross-functional requirements.
  • Devise/modify procedures to solve complex problems considering technical equipment capacity and limitations, operating time, and form of desired results; include analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications.
  • On-time delivery of deliverables that meet Engility quality standards.
  • Ensure the business implications of the application of technology to the current and future business environment are addressed effectively in the solution(s) under consideration.
  • Provide consultation on concurrent complex projects and serves as specialist in most phases of business process analysis.
  • Engage effectively and collaboratively with a diverse range of Engility and Government staff, including project managers, PMO support staff, business analysts, developers, technical analysts, system architects, end users, product owners, etc.
  • Perform as an engaged, collaborative member of the project support team.
  • Develop goals and timetables for approved projects, ensuring all deadlines are met

 

This position can be supported from a CONUS remote home office location.

Required Qualifications

  • Master's Degree in a Business discipline
  • 15 years of related experience in gathering, compiling, and analyzing business process data for IT systems that deliver process improvements and efficiencies
  • 10 years of additional relevant experience may be substituted for education
  • Strong competencies in identifying the current state of processes, eliciting useful and harmful attributes of them, documenting models of the processes and facilitating stakeholder groups to consensus regarding new business process designs.
  • Skilled in identifying impacts and linkages to the business strategies, organization and its people, data and systems, business policies and business rules, as well as the physical assets of the business.
  • Demonstrated understanding of techniques that enable successful implementation of business process changes in order to solve problems or exploit opportunities.
  • Advocate for new business capabilities to ensure performance improvement.
  • Demonstrated skill in business process modeling, analysis and design tools and business process management automation technologies.
  • Experience in working on projects that leverage agile development with frequent releases.
  • Experience in establishing and maintaining a requirements backlog
  • Experience in working as a member of a project team – assisting in the identification and documentation of risks and the development/implementation of effective mitigation strategies
  • Experience in serving in a trusted advisor, objective third-party capacity to federal clients, providing consulting services and thought leadership
  • Experience with business process modeling tools and techniques
  • Experience using IBM Rational as a requirements repository for business process modeling diagrams and workflows
  • Experience with both functional and system requirements elicitation and use case documentation
  • Ability to work independently, requiring little oversight/direction
  • Ability to multi-task and demonstrate a high degree of organization in order to support multiple concurrent projects
  • Excellent written and oral communication skills, including effective interaction with senior GS levels within the federal government (e.g. GS 13s and above)
  • Excellent attention to detail and developing quality deliverables
  • Proficient in the use of the Microsoft Office suite of tools (Excel, One Note, Visio, Word, PowerPoint) and Microsoft SharePoint

  • Experience supporting the VA
  • Experience with VA SDLC
  • Demonstrated Business Analysis Body of Knowledge® (BABOK® Guide) knowledge and application
  • BPMN Modeling
  • One or more of the following:
  • Lean Six Sigma Certification
  • Certified Business Analysis Professional, Certification of Competency in Business Analysis, a plus
  • ITIL Foundations Certification
  • Experience with IBM Rational toolset, particularly Requisite Pro and Rational Requirements Composer or Rational Requirement
  • Demonstrated ability to work effectively in a remote environment
