About Aberdeen Proving Ground:


Aberdeen Proving Ground (APG) is conveniently located between Baltimore and Philadelphia in in Aberdeen, MD (Harford County).   Harford County has a population of approximately 250,000 and is home to three ­municipalities: Aberdeen, Bel Air and Havre de Grace. The county is comprised of an ideal mix of rich historical areas, bustling urban regions and waterfront amenities, along with ­picturesque and scenic landscapes of hills, forests and farms.   • Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of the company program.
  • Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Establishes design concepts, criteria and engineering efforts for product research, development, integration and test. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Directs the work of employees assigned to the program from technical and administrative areas.
  • Provide direction for operations and ensure compliance with all company management policies, plans and procedures.

Required Qualifications

  • Bachelor Bachelor’s degree in Management, Buisness Administration, Computer Science, Systems Engineering or other Engineering discipline.
  • Must have 2 years experience within the SEC environment, preferably supporting PEO C3T.  
  • 3 years experience supporting Warfighter Information Network-Tactical (WIN-T) including Increment 1 and 2
  • 8 years of experience working on computer systems engineering and/or software development. That experience must include:

- Planning, coordinating, and directing the activities of administrative, program control, and technical personnel involved in providing services in fulfillment of the contract.

- A thorough understanding and experience in the complete life-cycle of the software in military systems.

- Knowledge and experience with Department of Defense (DOD)/Army plans, policies, standards, and methods aimed at the acquisition and support of software and computer resources for Army systems.

- Managing and controlling schedules and cost to provide on time, within budget, performance of all aspects of the contractual effort.

- Providing direction for operations and ensuring compliance with all management policies, plans, and procedures.

- Capable of providing recommendations for resolution of technical problems.

- Being a role model to subordinate employees, be a workforce motivator, and be a provider of constructive criticism.

Desired Qualifications

  • Advanced degree is desirable.
  • PMP certification is desireable.
  • Army Acquisition Corps Level 2 certification in logistics, program management or information technology is highly desired.
