Engility works with our customers on missions that strengthen security and safety and protect the basic values of our society.  We are seeking a  Senior Project Manager, ISP Services with an active TS/SCI clearance to support one of our flagship IT Programs within the Intelligence Community located in Springfield, VA.


Job Duties and Responsibilities:

  • Member of a small team tasked with development of all required acquisition artifacts to support procurement of Enterprise IT Services (e.g. Acquisition Plan, Performance Work Statement, Service Catalog, SLAs, Sections B-M of RFP)
  • Provide IT Infrastructure Services technical expertise in one or more of: IC ITE services; Component Enterprise Services in the following functional areas: data center / cloud services; network ;help desk; Cyber security; thin client desktop; collaboration solutions and services.
  • Conduct technical analyses and provide thought leadership, senior level planning and engagement.
  • Schedule, coordinate and facilitate TEMS with technical and acquisition Stakeholders, to capture technical service requirements (definitions, scope, performance levels). Secure required input and approval of documentation.
  • Leverage an understanding of technical and programmatic issues across the Customer Agency and it’s IT Enterprise, to ensure optimal plans and solutions that meet strategic initiatives, technical requirements and budgetary constraints.
  • Provide input to and successfully execute a time-phased schedule for: artifact development, review and approval; Governance review and approval; and RFP release, evaluation and award
  • Support day-to-day analysis and tasks as required in the development, generation, and technical vetting of program plans and/or documents.
  • Maintain awareness of managed services interdependencies, as they pertain to service requirements and performance standards in active acquisitions.
  • Communicate effectively and consistently with teammates and stakeholders to ensure alignment with emerging priorities and guidance.
  • Prepare and present briefings, reports, analyses, and other deliverables as required by the customer.

Required Qualifications

Required Qualifications:

  • Must have a current/active TS/SCI security clearance and be willing to take and pass a polygraph.
  • Bachelor’s degree in Systems Engineering or related discipline
  • Minimum 12 years’ total experience (10 years with Bachelor’s in IT related field; 9 years with Bachelor and Masters in IT related field)
  • Minimum 8 years’ experience specialized in systems and/or services acquisition, and/or IT Services management and operation
  • Understanding of, or experience with, a managed services approach in a multiple service provider environment
  • 1-3 years’ experience in Pre-acquisition phase (RFP development, artifact development) of IT services
  • Customer service and goal oriented
  • Excellent oral and written skills
  • Ability to work independently and as an effective team member, under tight deadlines with changing priorities

Desired Qualifications

Desired Qualifications:

  • Advanced degree in Systems Engineering or related discipline
  • ITIL v3 professional certification
  • Understanding of Federal Acquisition Regulation (FAR) and DFARs as they relate to DoD acquisition
  • 1-3 years’ experience with GEOINT organizational structure, Acquisition Policies and ITIL processes
  • Familiarity with GEOINT data, architecture and services
  • Working knowledge of Control Objectives for Information and Related Technology (COBIT), and IT Service Capability Maturity Model (IT-CMM).
