Engility is hiring a Mission Services Systems Engineer to fill a critical position on the LANDMARK AOS program. LANDMARK AOS is a large SETA contract responsible for the complete end-to-end life cycle of the customer's Ground Enterprise. Functions will include providing day-to-day collaboration with development contractors, other Government program office personnel and Government Customers on systems engineering and acquisition functions in the domain area of SIGINT or GEOINT collection, mission management and mission processing.


This position provides management, leadership and oversight within a highly diversified team that support Ground Intelligence acquisitions providing cutting-edge capabilities to the intelligence community. This critical position will be actively performing engineering and analysis to ensure programs successfully develop and deliver core mission processing services in all phases of the acquisition life cycle. The candidate will provide technical SETA support to facilitate the development of Mission Services/Messaging capabilities cooperatively with development contractors and mission partners to optimize mission success. Additionally, the candidate will interact daily with government and program staff to support a variety of high priority, high visibility activities including: engineering and analysis in support of transition from a System implementation to a Cloud implementation; all aspects of System Engineering analysis (architecture, requirements, Concept of Operations (CONOPs), interfaces, and schedule and dependency identification); test support, and Readiness Event support.


You will work side-by-side with the other LANDMARK AOS staff comprised of world class System Engineers, Acquisition Engineers and Domain Experts to lead the customer in acquiring modern processing applications. This position offers growth opportunities not only within the LANDMARK AOS program, but within Engility.


Position is to function as SETA support (technical consulting and advisory services) for a Ground System Program Office. Functions will include providing day-to-day collaboration with development contractors, other Government program office personnel and Government Customers on systems engineering and acquisition functions in the domain area of SIGINT collection and mission management.
Key functions include:

  • Interface directly with development Prime Contractors in the role of oversight, monitoring of software development and integration activities and ensuring alignment with Government requirements and objectives
  • Retain cognizance of wide variety of SIGINT mission projects including, technical baseline, project schedules, dependencies, risks and cost
  • Advise Senior and Mid-Level managers on architectural decisions to include investment strategies, acquisition portfolio priorities, risk assessment of project execution 
  • Conduct Strategic planning for both mission architecture needs (technical trade studies, definition of future architecture planning, software service recommendations etc.) and programmatic (Program Budget Guidance, cost estimation, generation of acquisition schedules)
  • Accomplish performance assessment and provide estimates of cost, schedule and risk impacts to existing Ground architecture implementations
  • Provide technical and cost assessment of vendor proposals, review technical reports, design artifacts and program plans

Required Qualifications

  • Must possess an active TS/SCI Clearance with ability to successfully obtain a polygraph.
  • BS in Computer Science, Engineering, Math or equivalent technical degree or related technical discipline 
  • Strong technical fundamentals of software architectures, enterprise frameworks and Intelligence Community (IC) Frameworks processing techniques 
  • Demonstrated understanding of Mission Services user needs and operational environments 
  • Strong understanding of overhead collection, processing architecture, and systems
  • Experience developing or supporting the development and delivery of processing capabilities for ground systems 
  • Knowledge of software licensing, enterprise licenses and commercial support practices
  • Experience with government program management, readiness, program control and budgeting to include RFP development and pre-Acquisition milestones
  • Demonstrated understanding of cloud computing technologies including virtualization 
  • Demonstrated capability and success working in team environments
  • Strong communications and coordination skills (written and oral)
  • Customer focused and capable of representing the customer in community forum 
  • Travel: Position is in Northern Virginia with frequent meetings in local area and occasional travel (approx. 15%)

  • Specific Customer experience
  • Experience with centrally funded content delivery service development and sustainment programs for with an expansive user base
  • 5+ years in support of Intelligence Community's (IC) or DoD Mission Services/Messaging systems and capability development
