A technical advisor has extensive knowledge regarding a field's concepts, practices, and procedures and oversees most day-to-day operations of technical personnel and projects. In concert with the senior technical advisor, responsibilities include implementation of the organization's strategic objectives such as technical test and evaluation strategies, networks, laboratories, automation, and instrumentation. Provides technical advice to project administrators, their project teams, and task order leads. Provides development and execution support to technical project reviews. Acts as an advisor to project administrators and task order leads regarding projects, tasks, and operations. Supports other technical members of the contractor staff and works with the Government to ensure that solutions meet the requirements. Identifies issues and appropriate courses of action. A certain degree of creativity and latitude is expected.
Requires a technical Master's degree in a relevant field and at least 7 years of technical experience in the field or in a related technical area, or a technical Bachelor’s degree in a relevant field and at least 10 years of experience in the field or in a related area. Technical degrees include the following, while other curriculums may be considered by the Government: various engineering and science disciplines, Physics, Operations Research, Computer Science, Computer Engineering, and Mathematics. Related certifications in the area of specialization may be substituted for 1 year of experience. Examples of Government or industry training include, but are not limited to, DAWIA Test and Evaluation Level 2 or 3 certification, DAWIA Systems Planning, Research, Development and Engineering (SPRDE) Level III certification, and United States Federal or DoD school training and certification on a specific system, network, or technology (See TEC Services PWS section 6.3.5 for listing of technical skills, training, credentials, and experience.)
