The senior level manager in charge of the overall planning, direction, oversight and administration of the contract. Ensures full compliance with contract requirements. Will routinely meet with the JITC Commander and Deputy Commander. Allocates resources and sets schedules to accomplish program objectives including the quality, timelessness, and costs, and implements associated risk mitigation strategies. Participates in program reviews and readjusts resources and schedules to accomplish programs, as necessary. Plans and adjusts work operations to meet changing and/or emerging program requirements using available resources with minimal impact on work quality or quantity. Facilitates continuous improvement in the quality, efficiency, and effectiveness of the services provided
and integrates problem resolution into ongoing work without loss of workforce efficiency. Demonstrates expertise in a variety of the field's concepts, practices, and procedures and may provide consultation on complex projects as a top level contributor/specialist. A wide degree of creativity and latitude is expected.
Requires Project Management Professional (PMP) Certification or equivalent such as the Government’s Defense Acquisition Workforce Improvement Act (DAWIA) Level III PM Certification, among many others, and a Master’s or PhD degree in a directly related technical field with a minimum of ten years of experience as a manager of complex systems engineering and/or testing efforts. Relevant technical degrees include the following, while other curriculums may be considered by the Government: various engineering and science disciplines, Physics, Operations Research, Computer Science, Computer Engineering, and Mathematics. The ten years of experience must include managing personnel with similar personnel qualifications to those listed in this document. At least ten years of the experience must be in managing similar Government contracts with comparable projects or activities in size and complexity to this JITC Test, Evaluation, and Certification (TEC) Services contract effort (in the capacity of industry or Government program managers).
